Cause spending extra money on a monitor is feasible to every single person. Exactly why I went from x to x forever ago. The only problem with it is the bug where the middle of the window ends up in the bottom right corner and you have to change your graphics settings twice to go back to normality. Sure, it would suck getting used to and all, but fairness. Its the same reason why some m5 players use windowed mode and a bit smaller resolution.
So yes, Riot tries to accomodate low spec PCs and levels the hardware playing field as much as possible by limiting the vertical view, but you can’t expect to be able to play the game on a P4 celeron with onboard graphics.

Also I’ve never heard of a game that would have only a set resolution in full screen. A bigger resolution isn’t always best, on a smaller resolution you can see more without having to look around. Whomever plays more games has a distinct advantage with champion selection, rune selection, and overall game knowledge due to being able to have a larger variety of champs and rune combos.
With decent IPS panels for quid or so, grabbing 3 isn’t the extreme it once was some years back.
